金坛双馆的规划布局充分尊重行政中心的主体地位，延续并强化场地内已形成的南北空间轴线，将图书馆与规划馆对称布置于行政中心南部两侧，与行政中心共同围合形成生态公园型城市广场。在场地内部，中央景观大道、菱形步道、下沉广场等要素形成“中”字型的立体景观格局，通过引入活跃的商业及立体的交通组织将整个地块联结为整体，并使其成为全天候活力四射的活动场所。两座建筑不同的剖面设计相互呼应，松弛有度的内部空间诠释了建筑应有的场所特征。

The layout of Jintan Urban Planning Hall & Library fully respects the main position of the administrative center, extends and strengthens the north-south spatial axis already formed in the site, and symmetrically arranges the library and planning library on the south side of the administrative center, which is enclosed together with the administrative center to form an ecological park type city square. Inside the site, the central landscape avenue, diamond-shaped walkway, sunken square and other elements form a three-dimensional landscape pattern in the shape of "middle". By introducing active business and three-dimensional traffic organization, the whole plot is connected as a whole, and makes it a dynamic all-weather activity place. The different sections of the two buildings correspond to each other, and the relaxed interior space interprets the site characteristics of the building.
